The tax illustration is not a quote. Customs value is the price of the car plus transport and insurance up to the EU border. The excise and VAT bases also include costs from the border to the first destination in Poland, which the example leaves out, so real taxes come out somewhat higher. Duty, excise and VAT are assessed in złoty; the example uses dollars for simplicity. On a 40,000 zł customs value, a car up to 2.0 L pays duty 4,000 zł + excise 1,364 zł + VAT 10,434 zł = 15,798 zł, and a car over 2.0 L pays 4,000 zł + 8,184 zł + 12,002 zł = 24,186 zł.

Documents to export a car from the US

US Customs and Border Protection (CBP) has to see the car and its documents before it can leave the country by sea.

  • Title: the original Certificate of Title (or a salvage title or junk certificate), or a certified copy, plus two complete copies.
  • Financed or leased car: a letter on the lender's or leasing company's letterhead that expressly allows export, with a complete description of the car including the VIN, the lender's name and phone numbers, an original signature and the date it was signed.
  • EEI (Electronic Export Information) filed in the Automated Export System (AES) before departure. It is required for every used vehicle, whatever its value, and must include the VIN, the title number and the state that issued the title.
  • Deadline: the car, the documents and the EEI filing number (ITN) must be with CBP at least 72 hours before the ship sails.

Polish customs clearance in Gdynia

Cars enter Poland through the port of Gdynia, where we carry out the full customs clearance and prepare the paperwork customs requires, including translations. You don't have to visit the port or a customs office. For the clearance we need:

  • A signed power of attorney for the customs clearance (download it from our Forms page).
  • The title and the purchase document, such as the bill of sale or auction invoice.
  • If you are moving to Poland: the documents for relocation relief.

After clearance the car goes by flatbed to your address in Poland, or you collect it in Gdynia. The customs import clearance document is one of the papers you need to register the car.

Import duty on a car from the USA: 10%

We calculate import duty on a passenger car (CN 8703) shipped from the USA to Poland at 10% of its customs value. The customs value is the price of the car plus transport and insurance up to the EU border. The duty is charged when the car is cleared through customs in Gdynia, together with Polish excise and 23% VAT.

Polish excise tax and VAT on an imported car

Excise and VAT are Polish taxes charged when the car is imported into Poland. Excise applies to passenger cars (CN 8703) only, on the customs value plus duty plus transport costs to the first destination in Poland. VAT is then charged on all of that plus the excise.

After arrival: registering the car in Poland

The owner has 30 days from customs release, not from the car's arrival at home, to apply for registration at the local vehicle registration office (wydział komunikacji). Missing the deadline carries a 500 zł penalty, rising to 1,000 zł if the application is not filed within 180 days. You will need, among other things:

  • Proof of ownership: the US title and the bill of sale or auction invoice.
  • The previous registration document, if the car was registered in the US.
  • Sworn translations into Polish of the US documents. The translation exemption covers certain EU documents, such as EU registration certificates and certificates of conformity, not US ones.
  • A positive technical inspection at a Polish inspection station before the first registration. If the documents show the car was in an accident, an additional inspection is required, which matters for salvage-title cars.
  • The customs import clearance document from Gdynia.
  • Polish third-party liability insurance (OC) for the car.
  • Fees: 54 zł for the registration certificate and 80 zł for the plates, plus the temporary permit and records fees.

Most cars load in New Jersey or Savannah, the shortest crossings to Gdynia. We also load from Houston and Los Angeles when the auction location makes it cheaper. From a US auction win to your door, allow 6–10 weeks in total.

Moving to Poland? Bring your car with your household goods

If you are moving your residence to Poland, your car can travel in the same 40-foot high-cube container as your furniture, and a motorcycle can go too. The car must be empty; your belongings are packed next to it.

The car can also enter Poland free of duty, VAT and excise. These are three separate exemptions, and all the conditions must be met:

  • you lived outside the EU for at least 12 consecutive months;
  • you had the car and used it yourself for at least 6 months before you moved;
  • the car is for your personal use, not for a business;
  • you bring it in within 12 months of settling in Poland;
  • you do not sell, rent or lend it for 12 months after it is released; if you do, the duty and taxes you were relieved of become payable.

A car bought just before the move does not qualify. The relief is personal: it applies only to the person moving to Poland, and only to a car that person has had and used. The customs authority decides each case.

Buying a car at a US auction?

We bid on Copart and IAA for you using our dealer license, or you bid yourself on our platform lesniewskiauction.com, where the platform's price list shows the commission. When we bid for you, we collect the car from the yard by flatbed after the auction and ship it to Gdynia as described above.

From the auction win to your door usually takes 6–10 weeks, which also covers the time between pickup and the sailing date. A “buy in the USA, pay on arrival” arrangement is available after we agree terms, usually with a deposit.

Special cases: classics, pickups, EVs, salvage titles, motorcycles

The rules above cover a typical car. These vehicles are treated differently.

Classic cars

A car that customs accepts as a collectors' piece (heading 9705) is taxed differently: no car excise, and 8% VAT instead of 23%. Customs decides this case by case, so not every 30-year-old car qualifies.

Pickups

A pickup can be classified as a passenger car (CN 8703) or as a goods vehicle (CN 8704), and the taxes differ between the two: Polish car excise applies only to passenger cars. Give us the exact model in your quote request.

Electric cars and hybrids

Electric and hydrogen cars are exempt from Polish excise, and plug-in hybrids up to 2,000 cm³ are exempt until 31 December 2029. Full hybrids (HEV) up to 2,000 cm³ pay 1.55%, and full or plug-in hybrids over 2,000 cm³ and up to 3,500 cm³ pay 9.3%. Whether mild hybrids qualify for these rates is disputed, so tell us if your car is one. The 10% duty and 23% VAT still apply.

Salvage titles

CBP accepts a salvage title or a junk certificate for export. In Poland, a car whose documents show accident damage needs an additional technical inspection before registration.

Motorcycles

Import duty on motorcycles with engines over 800 cm³ is 6% of the customs value. Polish car excise does not apply. A motorcycle can travel in the same container as your household goods and car.

US to EU conversions

Some US cars need adapting to European specifications before inspection, for example the lighting. Our workshop in Krze Duże near Radziejowice adapts US cars to European versions, priced separately.

Shipping a car to Poland: frequently asked questions

The transport price depends on where the car is in the US, its size and whether it runs; port handling, customs clearance in Gdynia and delivery in Poland are quoted with it. On top of that come the import charges in Poland: duty of 10% of the customs value, excise of 3.1% or 18.6% by engine size (lower for full and plug-in hybrids up to 3,500 cm³; electric cars are exempt), and 23% VAT.
